Social security in Morocco: the first national competition

[ad_1]

On Monday, November 12, 2018, the National Conference on Social Security began. The goal of addressing the lack of consistency and efficiency of the 120 active social security programs has led to concrete recommendations for a major reorganization of Morocco's social protection. I promise that the beginning of this reform will be difficult …

In his throne speech in July 2018, Mohammed VI pointed to a malfunction that impeded the effectiveness of the social security program in Morocco: lack of coordination, spawning of programs, lack of global vision, limited effectiveness …

Therefore, the first National Social Protection Councils hosted by the Ministry of Internal Affairs and Governance set goals to identify these obstacles in order to establish a common basis for reform, which will form the foundation of the new system. social security.

"We need to restructure all protection programs to better integrate and complement this, which is an important issue in ensuring social peace and civil rights," said Sa'deddine Elotmani, head of the government.

14 departments and over 100 programs

The situation in Morocco is rather paradoxical. The Kingdom has created more than 120 social security programs. More than 50% of the national budget is monopolized by the social sector. Then, how do you explain the impact of this program on the population? "There is no such thing as a global vision or a future unification society registration. Without legitimacy standards and precise statistics, it is very difficult to assess the impact of social protection on the population," said Lahcen Daoudi, Secretary and Governor I will.

The lack of accurate and comprehensive data on Morocco's social security programs has been recorded by many stakeholders. Professor Driss Guerraoui of the Economic, Social and Environmental Council (EESC) calls for the development of a national social security account to strengthen program cohesion and resource sharing.

Reforms should also be based on the homogeneous management of social security programs. The 120 programs available include nearly 30 public actors, including 14 ministries and 8 organizations that are actually under supervision!

The reform of the Moroccan social security system led by the Lahcen Daoudi department is the subject of research delegated to the French company Finactu. CEO Denis Chemillier-Gendreau, as his social security expert, recommends five key tasks that drive this restructuring to success.

– Increase family resilience by strengthening cash transfers.

– Improve social outcomes with persuasive results.

– Enhance the relevance and quality of your targeting.

– Reduced program dilution

– Rationalize management fees, enhance available data

More common sense than a good idea of a strategy that did not raise some participants in Assises. They criticized not only "the use of foreign companies to introduce inadequate solutions in relation to the Millennium reality," but also the "repetition of diagnosis, almost identical in the early millennium".

Inefficient coverage of labor force

One of the main topics covered in this meeting is the social protection of the active population. Categories of specific social risks: temporary or permanent loss of income due to illness, occupational accidents, occupational …

In this region, Morocco is a rather bad student: one of the lowest rates of work coverage, a very limited range of working populations … Six million out of the 1.2 million assets of the kingdom are outside the scope of social security. In addition, the stability of the private sector's payroll activities is low. Twelve of the twelve are declared only one in two on the CNSS.

Said Ahmidouche, Secretary General of the CNSS, said, "The compensation for loss of employment (IPE) will certainly evolve towards the relaxation of qualifications." Actuarial research The agency has developed several scenarios to increase the number of beneficiaries of this allowance. But as Ahmidouche properly pointed out, "The effectiveness of PEI depends on the funds that social partners invest in it. We chose a bottom of 0.57% at launch.

Morocco is also lagging behind in compliance with international law. Many of the International Labor Organization (ILO) conventions, particularly those relating to workplace and occupational accidents, were not signed by the United Kingdom. The latter says, "There is no parameterization and segmentation model, so its scope is actually inefficient," said Alain Letourmy, a social protection expert and FinActu consultant.

Internal contradiction

Overall, participants in the first assessment of social security have increased the limitations of current systems because there is no real mechanism for loss of employment, accident at work, and occupational disease. . To improve this situation, it is a good idea to urgently review the incentives and coercion conditions that improve user transparency and integrity, especially in the field of social responsibility.

But the cause of evil is deeper. Said Ahmidouche According to his admission, social security systems have contradictory discrepancies. "CNSS does not take care of accidents at work or in occupational diseases. This is one of the disadvantages of our protection system because the first risk factor for social security throughout the world is accident at work.

Under these conditions, our social security system must be literally redesigned to be a fundamental principle, instead of restructuring the existing mechanisms that have long demonstrated limitations in the social protection of employees. The Ministry of Labor has passed the Council of Government for Social Security of non-employees (TNS) in Morocco with almost 6 million people …
